Margaret Weller Stargell
President and CEO
Margaret Weller Stargell oversees the complete operation of Coastal Horizons Center and its program components. Margaret supervises services in a fifty-seven county area with a budget of over forty-three million dollars, and monitors the activities of twelve program directors and over six hundred staff members. Margaret Weller Stargell has been with the Corporation since 1985.
Bill Van Lew
Chief Financial Officer
As CFO, Bill oversees all financial operations of the corporation including accounting, budgeting, billing, financial reporting, risk management, and annual audit functions. Bill has over 30 years of experience in healthcare finance and not for profit organizations. Bill joined Coastal Horizons in April 2019.
Executive Vice President of Operations
Karen provides support and guidance to nine multi-county programs within two departments: Crisis Intervention and Justice Services. These programs include a statewide training institute, rape crisis centers, and a residential shelter for youth. With over twenty years in non-profit management, Karen joined the Corporation in 2001.
Vice President of Medical Services and Corporate Compliance
Eric is a member of the Management Team. He currently oversees the daily operations of medical records, data management, the NC Tracks program enrollments, and serves as the Privacy Officer. Eric began his employment with Coastal Horizons as the Director of Crisis Line/Open House. He joined the Corporation in 1977.
Vice-President of Clinical Services
Kenny is a Licensed Clinical Addiction Specialist and Certified Clinical Supervisor. He has been involved in program development that has covered a wide range of services - from research to prevention to outpatient treatment for both adult and adolescent populations, and more recently, to integrating primary care with behavioral health. Kenny has been employed by Coastal Horizons since 1979.
Human Resources Director
Bob manages and oversees all aspects of Human Resources activities for the organization, including recruitment, orientation, compensation, benefits, and employee relations. Bob continuously supports the organization through the development of policies and programs to best serve and support the growing needs of the organization. Bob joined the Corporation in September 2007.
T. Lindsay Joines
Quality Improvement Training Director/OTP Sponsor
As the QI Training Director/OTP Sponsor, Lindsay brings over fifteen years of experience in the fields of compliance and quality improvement. Lindsay believes Quality Improvement is a thread that should be wove into of the fabric of the entire organization. Lindsay joined the Corporation in 2013.
Chief Information Officer
Steve manages and oversees all aspects of Information Technology for the entire organization, including software applications, desktop support, hardware, networking, and telecommunications. He continuously reviews the strategic direction and looks for ways to improve or leverage technology to address the growing and changing needs of the organization. Steve has been with the Corporation since 2016.
Jenifer Burns manages, supervises, and performs professional accounting work in support of the fiscal and personnel operations of the organization. She oversees the activities of the Finance Department including but not limited to Accounts Payable/Accounts Receivables and Payroll Processing. Jenifer has been with the Corporation since February 2009.
Treatment Operations Director
Ryan held various roles within Coastal Horizons until becoming the organization’s Treatment Operations Director in 2015. Ryan oversees programming in twenty-seven counties where he ensures fiscal, policy, and clinical oversight. He has been instrumental in building new programming such as Child First, Day Treatment programs, Intensive Family Preservation Services and many more. Ryan joined Coastal Horizons in 2010.
Brianne Winterton, MSW, LCSW
Crisis Intervention Services Director
As the Crisis Intervention Services Director, Brianne provides program oversight and clinical supervision to the Rape Crisis Center, Open House Youth Shelter and Open House Transitional Living Program. With a background in trauma-informed crisis intervention services, Brianne is passionate about empowering the lives of vulnerable youth and sexual assault survivors. Brianne joined Coastal Horizons Center in February 2013.
Elizabeth Redenbaugh manages multiple aspects of fundraising, volunteer management, and stewardship on behalf of Coastal Horizons Center. Farah Boyce Foy
Executive Assistant to the President and CEO
Farah Boyce Foy serves as assistant to the President and CEO as well as the Board of Trustees. In addition, Farah coordinates all major Corporate events and publications and attends statewide and local conferences to exhibit at their meetings/expos on behalf of the Corporation. Farah joined Coastal Horizons in January 2004.
